implemented an unsecured, tax-exempt Certificate of Participation for
industrial park subdivision improvements and public improvement financing,
including freeway ramps and a water system.
Simi Valley, California. (1985)

Internal
Revenue Service (IRS) Letter Ruling obtained subsequent to negotiations for
a colloquy on the floor of the House and Senate addressing Congressional
interpretations of the Tax Clean-Up Bill to the 1984 Deficit Reduction Act.
(Result: Permitted the potential of several billion dollars of
refunding to be carried out across the nation.)

Single Family Housing Revenue Bond Mortgage Restructure Program for Fresno
County, from fixed rate to graduated payment mortgage structure; starting
